This release contains breaking changes.

• DGDA drug registry: the code system and value set canonicals moved to the DGHS namespace (https://fhir.dghs.gov.bd/core/CodeSystem/dgda-drug-registry and https://fhir.dghs.gov.bd/core/ValueSet/dgda-registered-drugs). The former dgda.gov.bd identifiers are kept as legacy aliases in a NamingSystem; data coded with them must be updated.
• EDQM dose forms: the code system URI is http://standardterms.edqm.eu; the value set id is now edqm-dose-forms (canonical unchanged).
• LOINC laboratory bindings: Observation.code of the laboratory panel and result profiles is bound at extensible strength to IG value sets defined with LOINC filters, and must carry a LOINC coding (invariant bd-loinc-code). Coded results are bound at extensible strength to the LOINC answer-list value set. Membership in the curated national lists is enforced by the national terminology server.
• Immunization: reaction.detail and reasonReference target the BD Observation profile.
• Added: examples for laboratory panels, results (numeric and coded) and the laboratory report; NamingSystem for the DGDA drug registry; corrections to the ICD-11 concept counts and to the narrative pages; link to the Implementation Assistant.
